1  APPLICABILITY

These Sailing Instructions apply to the Spring, Christmas, Summer and Autumn Series Races listed in the KBC 2008/2009 Sailing Programme.

2  RULES

2.1  The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing 2005-2008.

2.2  The Yachting New Zealand Safety Regulations Part 1 shall apply.

2.3  The KBC Safety Requirements for Unballasted Centreboard Yachts will apply will apply.

2.4  A boat shall not discharge rubbish in the water.

3  NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board located in the foyer of the Clubhouse.

4  CHANGES TO SAILING INSTRUCTIONS

Any change to the Sailing Instructions will be posted before 0930 hours on the day it will take effect, except that any change to the schedule of races will be posted 1200 hours on the Sunday preceding the day it will take effect.

5  ENTRY FEE

5.1  An entry fee is payable each day of racing or as a single advance payment for the season. The amount of the fee is shown on the official notice board and on the sign-on form.

5.2  Daily payments shall be placed in an envelope marked with the sail number of the boat, and deposited in the entry fee box on the foyer of the Clubhouse before the race starts.

6  SIGNALS MADE ASHORE

6.1  Signals made ashore will be displayed from the southern watch-tower.

6.2  When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 15 minutes’ in race signal, AP.

6.3  When flag AP over flag B is displayed boats shall not go afloat.

7  SCHEDULE OF RACES

7.1  Races are scheduled in the KBC 2008/2009 Sailing Programme

7.2  Each boat will race in one of four divisions determined by her class. The classes in each division are listed on the official notice board.

7.3 The scheduled time for the warning signal for the first race each day is as follows:

7.4  The warning signal for a subsequent race on the same day will be made as soon as practicable after the last boat finishes the previous race.

7.5  If the warning signal for the first race of the day is not made before 1100 hrs, racing for the day is abandoned.

8  CLASS FLAGS

Class flags will be:

9  RACING AREAS

The racing area is on the waters of Rauoterangi Channel, adjacent to the Kapiti Boating Club.

10  THE COURSES

10.1  Each division will sail a different course.

10.2  The diagrams in Addendum A show the courses, including the course flag signals, approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.

11  MARKS

11.1  Marks 1, 2, 3 will be yellow cylindrical.

11.2  The starting marks will be the race committee signal boat at one end and an orange spherical buoy at the other end.

11.3  The finishing marks will be a race committee boat at one end and an orange spherical buoy at the other end.

11.4  A race committee boat signalling a change in course is a mark as provided in instruction 13.2.

12  THE START

12.1  The starting line will be between the flag gantry on the race committee signal boat at the starboard end and the port-end starting mark

12.2  Boats whose warning signal has not been made shall avoid the starting area.

12.3  A boat starting later than 10 minutes after her starting signal will be scored Did Not Start. This changes rule A4.

12.4  When a subsequent race or series of races are started on the same day the warning signal of the first division(s) to start will be preceded by the display of a postponement signal for at least one minute. This instruction will not apply after a general recall or abandonment.

13  CHANGE OF THE NEXT LEG OF THE COURSE

13.1  To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position.

13.2  If the direction of the leg will be changed, the signal shall be the display of flag C with repetitive sound signals, and a green flag for a change to starboard or a red flag for a change to port. This changes Rule 33.

13.3  Boats shall pass between the race committee boat signalling the change of next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1.

14  THE FINISH

The finishing line will be between the finishing mark the stern of the nearby committee boat; except that when the committee boat is not moored near the finishing mark the finishing line will be between the finishing mark and the southern watchtower of the Clubhouse.

15  PENALTY SYSTEM

Rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.

16  TIME LIMITS AND TARGET TIMES

16.1  The time limit for the first boat is 1 hour 30 minutes

16.2  Boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35 and A4.1.

17  PROTESTS AND REQUESTS FOR REDRESS

17.1  Immediately after finishing a boat intending to protest shall, in addition to the requirements of rule 61.1(a), inform the race committee boat at the finishing line of her intention to protest and the identity of the boat(s) protested against. The protesting boat must receive an acknowledgement from the race committee. This changes rule 61.

17.2  Protest forms are available at the race office. Protests shall be delivered there within the protest time limit.

17.3  The protest time limit is 60 minutes after the last boat has finished the last race of the day.

17.4  Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties, and the time and place of the hearing.

17.5  Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b).

17.6  Breaches of instructions 2.4, 6.3, 12.2, 19, and 20 will not be grounds for a protest by a boat under rule 60.1(a). This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides.

18  SCORING

18.1  Boats will be scored for the skipper nominated on the Entry Sheet for each race, who must sail on the boat.

18.2  Boats failing to meet the entry requirements of instruction 5 or the safety requirements of instruction 19 will not be scored in the races held that day.

18.3  The following will be scored:

(a)  Spring and Summer series: Classes will be scored separately if three or more class boats skippered by club members have started in the series. All other boats will be scored in the Open class with elapsed times corrected by class yardstick.

(b)  Christmas and Autumn series: All boats will be scored in the Open class with elapsed times corrected by class yardstick.

(c)  Season Championship for each division: Incorporating all races in the Spring, Xmas, Summer and Autumn series, with elapsed times corrected by class yardstick. Only boats skippered by club members will be scored.

18.4  A boat's series score will be the total of her race scores, excluding one worst score for every four races completed.

18.5  The race committee may request the assistance of competitors for race management. Boats missing races for this reason will be scored points equal to the average, to the nearest tenth of a point (0.05 to be rounded upward), of her points in all the races in the series in which she started, excluding any race discarded under instruction 18.4. Boats may be scored in this manner for no more than one day in a series. This amends rule A2.

19  SAFETY REGULATIONS

19.1  Each boat shall check in by completing the sign-on sheet and drawing a numbered safety tag, no later than 0930 hours on each day of racing.

19.2  Each boat shall check out by returning her safety tag to the tag board no later than the end of the protest period.

19.3  A boat that retires from a race shall notify the race committee as soon as possible.

20  SUPPORT BOATS

20.1   At the discretion of the race committee, sailing coaches may be permitted to provide on-the-water coaching during racing. Such support boats must be identified to the race committee before the start of racing each day.

21  RADIO COMMUNICATION

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

22  PRIZES

22.1  Competitors who are financial members of the Kapiti Boating Club are eligible for prizes.

22.2  The Championship prize winner in a series shall not be eligible for the handicap prize.

23  DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organising Authority and its officers, members and servants or other persons assisting with the conduct of the regatta will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
